A Buildings Efficiency Agenda for 2021

This set of issue briefs lays out recommendations for how federal agencies can improve building efficiency and reduce greenhouse gas emissions under existing law. The briefs describe the relevant issues, the current status of federal action, and specific recommendations to agencies regarding:

  • Energy efficiency standards for manufactured homes
  • New and rehabilitated housing that receives federal assistance, including mortgages (Federal Housing Administration, Fannie Mae, Freddie Mac, and more); public housing funds; and funding from other federal housing programs
  • Energy management in federal buildings, including zero-net-energy new buildings and deep energy retrofits.
